First you need to download the files. You can save them in any folder in your desktop, it doesn't matter.
I also recommend you to get the Clean Installer (http://sims2pack.modthesims2.com/). This program will install the sims in the game even if you don't have the same EPs and SPs as mine. Maybe that's the reason they weren't showing up in the past (incompatible game settings), but the CI fixes that.
Once you have the program installed, you'll notice that the little icon of your downloaded sims will change and now look like a white thingy. Double click on them, the program will open and you'll see a list with the sim (name file in Gibberish) and the CC included. You can uncheck all the CC files you do not want (for example, I often leave the skintones out). Then click on "Install".
Your sims should appear in your game (in the bin at CREATE A FAMILY) next time you load.
