LJ is quite easy to use. I don't really have many "custom" options in mine. You just need to get an account, fill your profile with the required data and choose how you want your LJ to look (there are a lot of templates).

Once you have created your Livejournal, you can join several sims 2 communities like thesims2 and [Unknown site tag]. Be sure to check out the tags in those communities. The mods tend to store the most asked questions in there, so you can learn a lot about LJ Legacies there.
There's also [Unknown site tag]. Be sure to check the tags in there too. The members have posted discusions about picture formats, where to save your pics, how to edit them, how to start a legacy and so on. It's worth the time ^^
Don't worry about simsecrets, really. As long as you read the rules of the communities I linked (They are usually on the "User Info") and read the tags to make sure your questions haven't been asked before, and of course, be polite to the members in general (Though from the tone of your message, you already seem polite ^^), you shouldn't be "attacked" by anyone.
